2020 is coming to an end, and the pace of the new corona epidemic raging around the world has not slowed down at all. Due to the arrival of winter and the colder climate, South Korea and Japan, where the epidemic was well controlled, have recently experienced a resurgence. Judging from various indicators, the epidemic is spreading in Korea and Japan, the number of new infections in a single day hit a new high, and front-line medical staff are facing tremendous pressure. The new corona epidemic is testing human life safety, economic growth, regional cooperation and global governance capabilities. The epidemic has also made countries around the world deeply feel that humankind is a community with a shared destiny. In the face of the epidemic, China, Japan and Korea have initially formed a common anti-epidemic concept, realized initial experience sharing, and are forming a more complete public health in China, Japan and Korea.. With the resurgence of the epidemic in Korea and Japan, building a closer anti-epidemic community in Northeast Asia is the only way.
Analysis of the causes of the third wave of outbreaks in South Korea and Japan is mainly due to the frequent large-scale mass infections at gatherings of relatives and friends, cram schools, saunas, restaurants, hospitals, religious places and recuperation facilities, and some cases were imported from abroad. Because South Korea and Japan are closer to China, and the climate and geographical location are similar to China, the winter is cold and dry, the indoor density has increased significantly, and people’s immunity usually declines, and the pressure on the prevention and control of the new corona epidemic has increased. The effect of China’s epidemic prevention and control is relatively stable, but the current overseas import of cold chain food has increased the risk of infection for relevant employees. The recurrence of the epidemic in South Korea and Japan also reminds us that winter is indeed a high-incidence period for the new corona epidemic. China also needs to further strengthen its prevention and control efforts, minimize large-scale gatherings around the New Year and Spring Festival, and strengthen transportation prevention measures to minimize the rebound of the new corona epidemic riskAs China, Japan and South Korea have been relatively successful in the early stage of the prevention and control of the new corona epidemic, they have successively opened a “fast channel” for business personnel exchanges between China, South Korea, and China and Japan. Japan also opened a special business channel with South Korea on October 8. The economic and trade recovery between China, Japan and South Korea has also played a significant role in promoting. In particular, with the formal signing of the Regional Comprehensive Economic Partnership Agreement (RCEP), China, South Korea and Japan have reached a bilateral tariff reduction arrangement for the first time, achieving a historic breakthrough. The space for economic and trade cooperation between China, Japan and South Korea has increased, which is expected to further drive the process of economic cooperation in Northeast Asia.As the epidemic in South Korea and Japan spreads again, it will once again test the coordination capabilities of normalized epidemic prevention and control among countries in the region. In this regard, while further strengthening prevention and control, we are full of confidence in the existing relevant mechanisms.

First of all, from the previous second wave of outbreaks in South Korea between August and September, the normal operation of the “convenient passage” for business personnel between China and South Korea has not been affected. Therefore, after passing the health monitoring, quarantine inspection, and strictly following the closed-loop principle, the “fast channel” mode of business personnel under effective management is accepted. At present, it is an effective means to promote economic and trade cooperation and personnel exchanges between Northeast Asia under the normal epidemic situation. . At the same time, business cooperation models such as cross-border e-commerce, digital economy, and video conferencing that adapt to the new situation should be normalized.

Secondly, in order to respond to the new corona pneumonia epidemic, China, Japan and South Korea began to improve and strengthen the emergency response mechanism for health and epidemic prevention communication and coordination, implement joint prevention and control, strengthen the exchange of epidemic information and communication with counterpart departments, exchange prevention and control experience and technology, and carry out cooperation in the fields of diagnosis and treatment programs, drug vaccine research and development. China, Japan and South Korea have formed a common epidemic prevention concept in the anti-epidemic process in the bilateral, trilateral, and East Asian regions, and the unique regional identity, sense of belonging and common values ​​of East Asia have been further improved.

Third, the global anti-epidemic action is still continuing. From the analysis of the characteristics of the new coronavirus, humans will coexist with the new coronavirus for a long time before effective vaccines are generally vaccinated. Therefore, China, Japan and South Korea must change the characteristics of emergency and expediency in epidemic prevention and control cooperation, and should further responsibly conduct joint prevention and control, share experience, provide assistance, joint scientific and technological research, and establish a more complete regional public health cooperation mechanism and governance. system. In view of the similarity of the human body in the East, it is recommended that the vaccine sharing mechanism between China, Japan, South Korea and the entire East Asia region be realized as soon as possible to create an East Asian anti-epidemic community.
